Tropico 4 goes really in-depth with customizing your avatar. Tropico 5 has economic options in the constitution which really have nothing to do with private sector versus public sector, despite mentioning such things in the descriptions. By the way, they pay for the raw resources (if anyone disputes this, I can explain how I discovered that), and you can import them instead of producing them on your island. A hotel or logging camp, for example, wouldn't need electricity or raw resources. The only thing you had to do was to supply the building with electricity or raw resources if it needed those. They would build something in your nation (wherever you want it) for free, pay an annual fee to your treasury, and provide employment for some of your citizens you wouldn't have to pay the workers or the building maintenance. See where I mentioned private buildings in brackets? Tropico 4 had a Stock Exchange building, where investment offers would be made by foreign countries. Tropico 5 just has a "budget" system where you set the building's budget on a scale of 1-5, and it does all the other calculations. Tropico 4 has more micromanagement, and you have direct control over wages and rent (except for private buildings). Will it make a difference for being new to the series if I would like a bit deeper management? I still play both, and I enjoy Tropico 4. Tropico 5 is a good game, but it was rushed.
